Although the Education ministry ordered schools not to  charge S.3 learners  who were automatically promoted from S.2 because their first term was cut short in June  last year, some schools defied the directive, disguising school fees as running costs for delegated services.

The skyrocketed fees left many parents and guardians awe-stricken, partly explaining why there is still a low turn-up in private schools compared to the public schools. In several parts of the country especially towns and cities, was tight congestion of vehicles and other motorists as learners were finding their way back to respective schools.
